CALL TO ORDER

Chair Kehoe called the meeting to order at 7:35 p.m.  He announced the exit locations in accordance with
Connecticut General Statutes § 29-381, after which the Council joined him in the pledge of allegiance.


RECOGNITIONS AND AWARDS

Proclamation Honoring John Kershaw, Town Public Works Department

Mayor Leclerc read the following proclamation before presenting it to Mr. Kershaw:

P R O C L A M A T I O N

WHEREAS, John Kershaw, an East Hartford resident, began his career with the Town of East Hartford as a Laborer on November 7, 1963; and

WHEREAS, he was promoted to Driver-Laborer for the Parks and Recreation Department on May 5, 1966; and

WHEREAS, John was promoted to Garage Clerk for the Public Works Department in October, 1968; and

WHEREAS, on July 1, 1985, John was promoted to Parts and Project Coordinator with the Public Works Department where he is still employed; and

WHEREAS, John will be celebrating his 48th year of continuous employment with the Town of East Hartford on November 7, 2011.

NOW, THEREFORE, I, Marcia A. Leclerc, Mayor of the Town of East Hartford, am honored and proud to join with family, friends and co-workers to congratulate

JOHN KERSHAW

on his 47 years of dedicated and valuable service to the community.

The Town Council joined with the Mayor in thanking Mr. Kershaw for his years of dedicated service to the Town.  Mr. Kershaw stated that he had worked for three Council Presidents and all ten Mayors and considered it an honor to work for the town of East Hartford.  



OPPORTUNITY FOR RESIDENTS TO ADDRESS THE COUNCIL ON AGENDA ITEMS

Mayor Leclerc (1) stated that her first week in office was extremely busy due to weather-related issues; (2) noted that she and Tim Bockus, the newly appointed acting Public Works Director, worked closely together in light of the recent snow storm to keep the streets cleared for the residents; (3) said she felt it necessary to implement the budget freeze in the light of rising overtime costs due to winter storms this week and in the weeks ahead; (4) stated that Tim Bockus, acting Public Works Director, will be presenting the Council with the cost savings realized due to the town’s implementation of single stream recycling; (5) announced that this past week, she attended the Martin Luther King Day ceremony at Mayberry Elementary School, went to the East Hartford Chamber of Commerce Economic Development breakfast, and was at “Drop the Puck” at the Connecticut Whale game on Saturday in preparation for the Whale Bowl that will be coming to East Hartford; (6) met with several town directors discussing the upcoming budget; and (7) reiterated her appreciation of John Kershaw’s years of service to the town.

January 4, 2011 Regular Meeting

COMMUNICATIONS AND PETITIONS

Recycling Update

Tim Bockus, acting Public Works Director, presented the Council with an update on the
town’s implementation in July 2010 of its single-stream recycling program.  During this
time, residents have reduced their non-recyclable trash (solid waste) by 13.7% and
increased their recyclable trash by 72.8%.  This has resulted in an estimated cost savings
of nearly $80,000 during the first six months of the single-stream recycling program.  
Additionally, Mr. Bockus stated that over the past two years the town began hauling its
own scrap metal to the recycling center.  Since this change in policy, the town received
$35,000 last year for its scrap metal and received $16,000 so far this year.


At this point, Chair Kehoe announced that Councillor Barbara-Ann Rossi has been chosen as the new Majority Leader
and that Councillor Marc Weinberg will become Chair of the Fees Committee and the Personnel & Pensions Committee.
Both of these positions became vacant when Marcia Leclerc took office as the Mayor.

Referral to Real Estate Acquisition & Disposition Committee re: 113 Tolland Street Rear

                to refer to the Real Estate Acquisition & Disposition Committee the parcel
known as 113 Tolland Street Rear, to determine if and when this parcel
had been conveyed, with instructions to investigate the issue and report
back to the Town Council with its recommendations, if any.

Refund of Taxes

Recommendations from Investigation and Audit Committee:

Comprehensive Annual Financial Report for Fiscal Year Ending June 30, 2010

                to recommend that the Town Council accept the draft of the
Comprehensive Annual Financial Report as presented by the town’s
auditors, Blum Shapiro, for fiscal year ended June 30, 2010.
                Motion carried 6/0.

Appointment of Auditors for Fiscal Year 2010-2011

                seconded by Linda Russo
                to recommend that the Town Council appoint Blum Shapiro as the
auditors for fiscal year 2010-2011 to perform required financial audits
consistent with the most recent proposal of $67,100.00.

OPPORTUNITY FOR COUNCILLORS TO DIRECT QUESTIONS TO THE ADMINISTRATION

Bill Horan commented on the new Mayor’s day off due to the winter storm.  Mayor Leclerc responded that she was working at Town Hall on the day of the storm, but that since she no longer drives the “Mayor’s car” (EH -1), it appeared as though she was not in.


COUNCIL ACTION ON EXECUTIVE SESSION MATTERS

Xerox Corporation v. Town of East Hartford

MOTION  By Bill Horan
                seconded by Marc Weinberg
                to accept the recommendation of Corporation Counsel to settle the
property tax appeal case entitled, Xerox Corporation v. Town of East
Hartford, and to authorize the Town Assessor to reduce the fair market
value of the personal property, owned by Xerox Corporation, to the sum of
$2,145,125.00, subject to rounding, beginning with the Grand List of
October 1, 2007; $2,439,098.00, subject to rounding, beginning with the
Grand List of October 1, 2008; and $2,144,057.00, subject to rounding,
beginning with the Grand List of October 1, 2009; further that neither party
will be entitled to fees or costs of any kind; further that if the plaintiff is
entitled to a refund of taxes paid, the refund will be deducted from the next
installment of taxes.
Motion carried 5/0.  Abstain: Russo
